I've never bought anything, except my currently unfinished Prince Ephraim armor (oh, and the shoes for Kozue, obviously). The only reason I'm buying it and not having my friends' dad make it (he made all the Utena weapons, epaulettes, and the coverings on Nanami's shoes) is because a guy I work with does stage costuming, and is willing to do it out of plastic for me, for a relatively low price (we haven't finalized it yet). He's making a full BubbleGum Crisis mech suit for another girl I work with. ^_^
The ones that we made as a group took 11 months to complete. Part of that is because three of us (the girl with pink hair, and myself and my sister) all left for college a couple of months after we started, and we could only get together once in a while afterward to work on them. Other costumes haven't taken me as long. My really crappy thrown-together Megumi Takani for Halloween two years back looked decent, and only took two hours start to finish. (I don't have a copy of the only good picture of this... >.<) I expect my Kazuki costume to take a couple of days once I pick out material, because his shirt that I want to make is so odd, and I have no pattern for it (just a sweater that's vaguely similar that I'm using for reference). Back in the day when I did Sailor Moon cosplay, those only took roughly a day to make (leotards and skating skirts, plus the little sailor thingie on the shoulders and some bows? Not hard at all).
I have the process of making the Cats costumes I've done written down in detail on one of my computers back home, for the costuming section on my Cats site. Those take a few days, mostly because the paint has to dry, and there's so much to paint for the character I do. Not to mention hand making the wig takes upwards of six hours anyway.
